Does it still count if you take an already made swimsuit and add a decal to it and make props and such? I feel kinda lazy as I see others are making their swimsuits from scratch. Also feel kinda lazy for doing a Rule 63 cosplay.

Only reference pics of the original character.. you do not need one of them in a swimsuit. Any link or photo printed from the internet works.

Sadly, I did make an audible "tee hee" at that, but only because I'm pretty sure I know what cosplay the person asking is doing.
